Backfill of a talk flagged as a known gap in progress/conference-reports.md (1964 October DATA QUALITY FLAG: 'LeGrand Richards' address was never ingested into the vault'). Located via the report's own back-of-book index and session headers, and confirmed by President N. Eldon Tanner's own transition remarks introducing Richards after Elder Delbert L. Stapley and before Elder S. Dilworth Young (leaf n66-69 of conferencereport1964sa). OCR ingestion with deterministic cleanup: de-hyphenated line-break splits, removed running heads/page numbers/leaf markers, reflowed paragraphs, kept the printed editorial side-headings as ## headings. Fixed two OCR character errors ('Mai. 3:7' -> 'Mal. 3:7' and 'then-lives' -> 'their lives'); both are unambiguous OCR misreads corrected against the surrounding text and the King James citation, not paraphrasing. The closing paragraph on leaf n69 carries a running-head bleed reading 'ELDER S. DILWORTH YOUNG' even though the paragraph is still Richards's own words (the printed running head names the speaker introduced later on that page, a known pattern in this era) — confirmed by President Tanner's remarks immediately following, which state Richards 'has just spoken' before introducing Young. talk_order corrected: Stapley remains 1, Richards inserted as 2, S. Dilworth Young's file bumped from 2 to 3 to reflect the true speaking sequence. Archive snapshot pending.

Confirmed this is LeGrand Richards (Council of the Twelve Apostles), distinct from Elder Franklin D. Richards (Assistant to the Twelve), who spoke earlier the same conference (talk_order 5, First Day session).
