MAJOR fix: this business record had been split by the original ingest into three separate 'Heber J. Grant remarks' talk files (1928-10-37/38/39, remarks-51/52/53) and left as run-on prose despite being officer lists. Merged into this single conference_record file, reclassified per docs/review.md (never a talk -- sustaining votes and officer lists are explicitly excluded from talk boundaries), and reflowed the officer names into list form matching the source's own layout. Removed two bled-in 'PRESIDENT HEBER J. GRANT' running-head artifacts and a '130 GENERAL CONFERENCE' page-header artifact. President Grant's own brief remarks announcing the Relief Society reorganization are preserved verbatim within this record.
