MAJOR fix: speaker was misidentified as 'Of The Western States Mission' -- corrected to Elder Elias S. Woodruff, President of the Western States Mission, per the OCR's own heading; renamed the file/id to match. Corrected date to exact and session. Removed three bled-in running-head artifacts mid-paragraph -- two 'ELDER ELI(A)S S. WOODRUFF' headers (one splitting 'population' mid-word) and one 'ELDER JOHN G. ALLRED / 57' header (a page-57 running head that anticipates the next speaker but bleeds in before Woodruff's talk actually ends -- confirmed the talk boundary is correct by checking that Allred's real talk heading, 'ELDER JOHN G.
