MAJOR fix: this talk had been over-split by the ingestion process into three separate talk files at raw-OCR page boundaries (this file plus 1928-10-04-anthony-w-wins-remarks-5.md and 1928-10-05-anthony-w-ivins-remarks-6.md, the former also misspelling the speaker's name as 'Wins'); merged all three into this single file in correct reading order and deleted the two fragment files.
