Heavyweight pass: source_url (archive.org conferencereport1919a, n86) confirmed as correct IA item/era. Removed a mid-body running-head bleed ('ELDER MELV1N J. BALLARD') and a second one ('ELDER MELVIN !. BALLARD') that had split words/sentences. This is Melvin J. Ballard's address on the 1918 influenza epidemic as divine chastisement; the body ends mid-quotation ('and I said:') continuing directly into the next file (1919-06-48), which opens with the quoted words -- a clean continuation, not a gap. Fixed a very large number of OCR letter errors throughout, particularly in a badly garbled passage about Portland, Oregon mortality statistics, which was reconstructed from context (e.g. 'th'^e huixlrc' thousand'->'three hundred thousand', 'inflneiii'-1'->'influenza', 'tbr-'icand'->'thousand'). Also fixed dozens of simpler letter-substitution errors ('mvself'->'myself', 'wickeaness'->'wickedness', 'dansrer'->'danger', 'trashing/thrash'->'threshing/thresh', and many others). No independent re-fetch of the scan image was performed beyond confirming the IA item exists.
