Attributed to Joseph F. Smith as presiding officer (matching the embedded 'PRESIDENT JOSEPH F. SMITH.' running head and the convention used elsewhere in this vault for sustaining records) and re-titled from a garbled truncated fragment. Removed the mid-body running-head bleed. Confirmed the roster's closing formula ('duly sustained ... by unanimous vote') is intact and complete. 0 QC ERRORs.
