Heavyweight pass: reconstructed true reading order from the conferencereport1909sa DjVu XML word coordinates (scripts/ingest/cr-reading-order.py). Corrected the date field from 1909-10-05 to 1909-10-06 (systematic Third Day date error present across this session's files). Fixed several OCR letter errors (i -> I, to. -> to, transgresion -> transgression, ha,s -> has, lawsr -> laws?, controling -> controlling, and a couple stray symbols). Split out a separate address by Charles H. Hart ('The Divinely Inspired Constitution and Duties of Citizenship') that had been wrongly appended to the end of this file (running head 'EIDER CHARLES H. HART.', OCR misread of 'ELDER') into new file 1909-10-hart-constitution-and-citizenship.md -- talk_order 26 (shared with this file, since they occur back-to-back in the same afternoon session). Confirmed remaining boundaries clean: begins with Wells's own remarks, ends at his own Amen.
